I.1 Full retirement age
Legal basis
:

Law no 7703, dated 11.05.1993 “On Social Insurance in the Republic of Albania”, amended;

Eligibility conditions

  1. Persons who have established insurance periods are eligible for a full old age pension provided:
  2. b) Mothers who have given birth to six or more children at over 8 years of age have the right to retire when they reach age 55 and have completed 30 years of insurance.

Documentation:

To be entitled to a full old age pension, the beneficiary or the authorized by procurement shall go to the Local Social Insurance Agency (LSIA) pertaining because of residence, according to registration with Civil Status Office, to apply for an old age pension.

The applicant or the authorized by procurement besides application shall submit the following documents:

  1. Documents to prove age and identity:

– Photocopy of ID card or birth certificate with photo;
– Certificate on family composition;
– Marriage certificate (applicable only for women);
– If the pension is claimed as a mother with many children, and the family certificate does not contain all the children, a special birth/marriage/death certificate must be submitted relating the children who are not included in the family composition certificate;
– Two photos.

  1. Documents proving insurance periods and type of work are the following:

– Employment booklet;
– Certificate on work history and its type;
– Certificate on insurance periods issued by archive office at Regional Social Insurance Directorate (RSID) for employers, employees, urban self-employed, self-employed in agriculture, voluntarily insured persons, and the insured under Decision of Council of Ministers (DCM);
– Court Decision for recognition of work history (if deemed reasonable);
– Proof of work history for ex-agricultural cooperatives members, prior to 1992;
– Proof of Military Branch for compulsory military service period (male applicants);
– Standard Certificate of work history for the military;
– Notarized copy of university diploma  (female applicants), if they have graduated after full-time studies.

  1. c) For persons benefiting from Law no7514, dated 30.09.1991 “On acquittal, amnesty and rehabilitation of former prisoners and politically persecuted people”, there should be submitted also the following:
    – Proof of legal status;
    – Proof of time of detention issued by the Ministry of Public Order;
    – Proof of conviction for political expediency and related period of time issued by the Commission of the Ministry of Public Order and Ministry of Justice;
    – Any other justifying document confirming being employed.
    d) Documents certifying incomes:
    – Contributory wage certificate for insurance periods from 01.01.1994 until release from work according to the standard form (if he/she has worked and paid contributions for periods after the date 01/01/1994);
    – Any other justifying document confirming wage or contributive periods.

Full old age pension amount:
– Amount of monthly full old age pension consists of a basic amount and an increment.

The basic amount is calculated as the ratio of the insurance period that the person has realized to the required insurance period, according to the retirement age charts, based on age and years of insurance, multiplied by the social pension;

-The increment is 1% per insurance year multiplying average assessment basis the insured has acquired over his/her contributory history.

-Total pension amount can not be lower than the social pension.

I.2 Reduced old age pension
Legal basis:

Law no 7703, dated 11.05.1993 “On Social Insurance in the Republic of Albania”, amended;
Eligibility conditions:
Persons who have acquired insurance periods are eligible for reduced pension provided they have completed not less than:
a) 35 years of insurance;
b) have reached age 62 (men) and 57 (women);
c) carry out no business activities as an employee, employer or self-employed.
Documentation:
To be entitled to a reduced old age pension, the applicant or the authorized by procurement, goes to the LSIA close to residence, according to registration with the Civil Status office, to apply for a reduced old age pension.
Applicant of the reduced old age pension or the authorized by procurement, must submit together with application form following documents as well:
a) Documents to prove age and identity:
– Copy of ID card or birth certificate with photo;
– Family certificate;
– Marriage certificate (applicable only for women);
– Two photos.
b) Documents proving periods of insurance and type of work are the following:
– Employment booklet;
– Proof of  work history and its type;
– Certificate on insurance period issued by archives office at Regional Social Insurance Directorate for employers, employees, self-employed, self-employed in agriculture, voluntarily insured persons, and the insured by DCM;
– Decision of court for recognition of work history (if deemed reasonable);
– Proof of work history for ex-agricultural cooperatives members before 1992;
– Proof of Military Branch  for the period of compulsory military service (male applicants);
– Standard certificate on work history for the military;
– Notarized copy of university diploma  (female applicants), if they graduated after full-time studies.
c) Beneficiaries under Law no 7514, dated 30.09.1991 “On acquittal, amnesty and rehabilitation of former prisoners and politically persecuted people” should also submit the following:
– Proof of legal status;
– Proof of detention period issued by the Ministry of Public Order;
– Proof of conviction for political expediency and related suffering period issued by the Commission of the Ministry of Public Order and Ministry of Justice;
– Any other justifying document confirming being employed.
d) Documents certifying incomes:
– Contributory wage certificate for insurance periods from 01.01.1994 until release from work, according to the standard form (if he/she has worked and paid contributions for periods after the date 01/01/1994);
– Any other justifying document confirming wage or payment of contributions.
Amount of reduced old age pension:

Amount of reduced old age pension is part of the full old age pension and remains reduced during the entire entitlement period. This pension is calculated by subtracting from the full pension amount the amount resulting from multiplying the number of entitlement months prior to reaching retirement age by monthly reduction coefficient. Reduction coefficient is 0.6% per month.

Example: If a person applies for a reduced pension 20 months before eligible retirement age, from the monthly full pension amount calculated, which can be decided 10 000 lekë, there will be deducted 12% (resulting after multiplying 20 (months) of earlier entitlement to old age pension by 06% which is the approved coefficient.

I.3 Partial old age pension
Legal basis:

a) Law no 7703, dated 11.05.1993 “On Social Insurance in the Republic of Albania”, amended;
Eligibility conditions:
a)Persons who have acquired insurance periods are entitled to partial old age pension provided they:
a) reach 65 years of age (men) and 60 (women);
b) have not less than 15 years of insurance periods and not more than 35 years of insurance periods;
c) have interrupted economic activity;
d) for transitional period, regarding retirement age, Article 92 of  Law no 7703, dated 11.05.1993 “On Social Insurance in the Republic of Albania”, amended, shall be applied.

  1. Documentation:
    To be entitled to a reduced old age pension, the applicant or the authorized by procurement, goes to LSIA related to his/her residence, according to registration in Civil Status office, to apply for a partial old age pension.
    Applicant or the authorized by procurement of partial old age pension, besides application form must submit the following documents:
    a) Documents to prove age and identity:
    – Copy of ID card or birth certificate with photo;
    – Family composition certificate;
    – Marriage certificate (applicable only to women);
    – Two photos.
    b) documents proving periods of insurance and the type of work are:
    – Employment booklet;
    – Proof of  work history and its type;
    – Certificate for the period of insurance issued by archives office at Regional Social Insurance Directorate for employers, employees, self-employed, self-employed in agriculture, voluntarily insured person and the insured under DCM;
    – Court Decision for recognition of work history (if deemed reasonable);
    – Proof of work history for ex-agricultural cooperatives members before 1992;
    – Proof of Military Branch  for the period of compulsory military service (male applicants);
    – Standard certificate of work history for the military;
    – Notarized copy of university diploma  for female applicants (if they graduated after full-time studies).
    c) Eligible persons under Law no 7514, dated 30.09.1991 “On acquittal, amnesty and rehabilitation of former prisoners and politically persecuted people”, should also submit the following:
    – Proof of legal status;
    – Proof of detention period issued by the Ministry of Public Order;
    – Proof of conviction for political expediency and respective suffering period issued by the Commission of the Ministry of Public Order and Ministry of Justice;
    – Any other justifying document confirming being employed.
    d) Documents certifying incomes:
    – Contributory wage certificate for insurance periods from 01.01.1994 until release from work, according to the standard form (if he/she has worked and paid contributions for periods after the date 1/1/1994);
    – Any other justifying document confirming payment of wage or payment of contributions.
    4. Partial old age pension amount:

Amount of partial old age pension is determined as part of full old age pension and is calculated by multiplying full old age pension amount calculated to insurance period, relating it to the insurance period of 35 years.

Example: If applicant has completed an insurance period of 18 years and full old age pension is decided to be 12.000 lekë, the pension amount entitled will be 12 000 * 18 (months) / 35.

I.4 Old age pension for mothers with many children

Legal basis:
Law no 7703, dated 11.05.1993 “On Social Insurance in the Republic of Albania”, amended;
Eligibility conditions:
a) Women who have established insurance periods are eligible for a full old age pension provided they:
b) have reached age 55;
c) have completed 30 years of insurance;
d) have interrupted economic activity;
e) have given birth to 6 or more children who are over 8 years old;
Documentation:
To be entitled to a full pension as a mother with many children, applicant or the authorized by procurement is presented to LSIA related to residence, according to registration to civil status office, to apply for a pension as a mother with many children.
Applicant as a mother with many children or the authorized by procurement, besides application form must submit the following documents:
a) Documents to prove age and identity:
– Copy of ID card or birth certificate with photo;
– Family certificate;
– Marriage certificate (applicable only to women);
– Where such pension is claimed as a retired mother with many children, and family certificate does not include are the children, it should be submitted also a special birth/marriage/death certificate for the children missing in the regular family certificate;
– Two photos.
b) Documents proving periods of insurance and the type of work are the following:
– Employment booklet;
– Proof of  work history and its type;
– Certificate on period of insurance issued by archives office at Regional Directorate of Social Insurance for employers, employees, self-employed, self-employed in agriculture, the insured on voluntary basis and the insured by DCM;
– Court decision on recognition of work history (if deemed reasonable);
– Proof of work history for ex-agricultural cooperatives members before 1992;
– Proof of Military Branch  for the period of compulsory military service (male applicants);
– Standard certificate of work history for the military;
– Notarized copy of university diploma  for female applicants (if they graduated after full-time studies).
c) Eligible applicants under  Law no 7514, dated 30.09.1991 “On acquittal, amnesty and rehabilitation of former prisoners and politically persecuted people”, should also submit:
– Proof of legal status;
– Proof of detention period issued by the Ministry of Public Order;
– Proof of conviction for political expediency and respective suffering period, issued by the Commission of the Ministry of Public Order and Ministry of Justice;
– Any other  justifying document confirming being employed.
d) Documents certifying incomes:
– Contributory wage certificate for the insurance periods from 01.01.1994 until release from work, according to the standard form (if she worked and paid contributions for periods after the date 01/01/1994)
– Any other justifying document confirming wage or payment of contributions.
 Amount of full old age pension for mothers with many children:

-Amount of monthly full old age pension consists of a basic amount and an increment.

-Basic pension amount is granted to all insured persons. The basic amount is calculated as the ratio of the insurance period that the person realized, with the required insurance period, 30 years of insurance, multiplied by the social pension.

Specifics of full pension for mothers with many children:
When calculating such kind of pension, it is to be taken into account whether it is a rural one, because it has the following specifics:
– Eligible applicant of this pension if having worked both in the state and ex-agricultural cooperatives shall be entitled to a rural old age pension;
– If the applicant has met eligibility conditions for a pension as a mother with many children, and if she fulfills conditions for a state (urban) pension, i.e. she has completed a period over 17 years and 6 months of insurance with the state, has the right to apply for a full or partial old age pension.
