Allowance for the war veterans

This allowance is a supplement, based on special laws and decisions of the Council of Ministers, and shall be awarded to the veterans and invalids of the war against invaders of the Albanian people.

Legal base:

a) Law no 7874, date 17.11.1994 “On the status of veteran of the war against the invaders of the Albanian people”;

b) Decision no 190, date 03.05.1995 “On implementation of the Law no 7874, date 17.11.1994 “On the status of veteran of the war against the invaders of the Albanian people”;
c) Decision no 2, date 10.01.1996 “On some amendments to the Decision no 190, date 03.05.1995 “On implementation of the Law no 7874, date 17.11.1994 “On the status of veteran of the war against the invaders of the Albanian people”

Beneficiaries:

a) All the citizens and foreigners who were injured and disabled when they fought against the invaders of April 7^th, 1939, until the liberation of Albania;

b) The fighters involved in the military units, injured and disabled in the fight off the national borders until 09.05.1945;

c) All persons injured and maimed while carrying out underground activities behind enemy lines or in the liberated areas;

d) Household heads of the houses acknowledged as bases of the war against the fascist invaders;

e) Prisoners and internees injured or crippled in invaders’ prisons and camps, at home or abroad;

f) The Albanian citizens who used to be active participants in the fight against invaders in other countries.

Application procedures regarding entitlement:

a) Application for entitlement to the war veteran allowance to be submitted to the Commission set up in the district under DCM, attached to the military section;

b) Application, respective documentation and consideration of the District Commission shall be delivered to the commission established for this purpose in the Ministry of Defense, which makes the final decision, and a copy of this decision is sent to the Social Insurance Institute to be executed.

Related documentation for entitlement:

a) Pension Card indicating the additional 100 ALL per month for participation in the fight against fascist invaders;

b) Document certifying at least one Medal related to the war of the Albanian people against fascist invaders;

c) Certificate issued by the District Military Section, Ministry of Defense or Ministry of Interior, for participation in the fight of the Albanian people against fascist invaders. Under this paragraph, veterans shall be considered as well those persons who have individual certificates because this right was not earlier recognized by the totalitarian regime for political biographical reasons;

d) Decision of former District Executive Committee, under which the veteran shall be acknowledged twice the war period as seniority;

e) Any other official document proving participation in the fight against invaders;

f) If the above documents are missing, the status of the veteran of the war against invaders can be verified by the relevant Committee at the Ministry of Defense;

g) For those persons who have carried out their activities against the invaders abroad, similar documentation issued by the foreign responsible structures shall be required in respect of acknowledgement of such kind of status.

Benefit amount

The allowance for the veteran of the war against fascist invaders shall be awarded as a supplement to old age pension as well as other compensations that can be taken in a certain extent.

Financial effects relating veterans’ allowances shall start as of 01.12.1994.

Increase of allowance amount shall be subject to indexation under special decisions of the Council of Ministers.
