Who benefits from the voluntary insurance scheme?

All Albanian citizens who:

  1. are 18 years old and have not yet the right to any benefit from compulsory insurance scheme;
  2. for a certain time and cause cannot be provided by compulsory insurance scheme;
  3. are insured in the scheme of compulsory insurance and want to increase their income through the voluntary;
  4. are not participants in the scheme of self-employment in agriculture

What are the benefits from the voluntary insurance scheme?

  1. A person who has paid contributions for voluntary insurance, after meeting the requirements of Law No. 7703 date 11.05.1993 “On Social Insurance in Republic of Albania” as amended, is a beneficiary, as appropriate, of:

– Basic old age pension;
– Partial old age pension;
– Reduced old age pension;
– Disability pension;
– Partial invalidity pension.

  1. The insured person, for the current year, who has paid contributions to the maximum level, after meeting the conditions of Law No.7703, dated 11.05.1993 “On social insurance in the Republic of Albania”, as amended, is a beneficiary, according to calculations, of:
  • Old age pension over the base pension limit;
  • Twice the basic old age pension.
  1. In voluntary insurance, when the conditions of Law No.7703, dated 11.05.1993 “On social insurance in the Republic of Albania”, as amended, are met, is also included family pension.

What areas are covered by voluntary insurance?
Voluntary insurance covers four areas of this scheme:
I. Voluntary for current year.
II. Voluntary insurance for past years.
III. Voluntary for more income.
IV. Voluntary insurance for other insurance branches.

  1. Voluntary insurance for the current year.
    Voluntary for current year may be paid by all Albanian citizens who:
    – Have reached the age of 18 years, until reaching retirement age;
    – Cannot be insured in the compulsory insurance system;
    – Cannot be insured in the self-employed in agriculture system;
    – Have not, yet, the right to any benefit from the compulsory scheme system.

    What is the amount of voluntary contribution for the current year?
    1. Amount of contribution to be paid for voluntary insurance by the person concerned, is equal to the amount paid for the pension’s branch based on the approved salary for contribution’s purposes in the period when payment is done.

Voluntary insurance benefits for current year:
– Old age base pensions, disability and family;
– Pensions higher than the basic level, according to calculations on a multiple of salary paid.

  1. Voluntary insurance for past periods.
    Who can pay voluntary insurance periods?
    1.Albanian citizens who have reached age 18 and who have the right to any benefit from the compulsory scheme system.
    2. Albanian male citizens for the period of graduate studies.
    3. Albanian citizens who have periods not covered by compulsory insurance system and want to meet them through voluntary insurance.
    4. Persons who have left the Albanian citizenship may pay voluntary insurance to cover past periods from 01.01.1994 until the date that they left their nationality.

How much is the contribution amount for voluntary insurance for the past periods?

  1. The contribution amount that needs to be paid for voluntary insurance from the interested person for the coverage of the past periods is set by the time when the payment is done (is applied the amount that is in force in the moment of payment, which is approved by the Decision of Council of Ministers for the pensions branch).
  2. The actual payment to cover the past periods, remains only in the minimal amount. Voluntary insurance benefits for past periods:
    – Seniority, which affects the requirements for a pension benefit;
    – Retirement pension, disability and family, at the minimum.

III. Voluntary for more income.
Who can pay voluntary insurance for more income?

  1. All economically active persons self-employed, employees and employers, who must be provided as such in the scheme of compulsory social insurance and health care.
  2. This insurance is only for the current year.

Benefits from voluntary insurance for more income:

  • Basic old age pensions, invalidity and family;
  • Higher pensions than the basic level, based on the calculations of the multiplicity of the paid salaries.
  1. Voluntary insurance for the other insurance branches

Who can pay voluntary insurance for other branches of insurance?

  1. the self employed, employers and employees;
  2. This insurance is only for the current year.

How voluntary insurance is paid:

  1. The interested person, goes to the Local Agencies of Social Insurance of the place where he/she lives and contacts the voluntary insurance inspector;
  2. The interested person must have the following documentation:
  3. Copy of the work booklet, where the insurance periods are shown;
  4. Copy of the contributions booklet, if he/she has any;
  5. Copy of the electronic ID.
  6. If the interested person agrees to be insured voluntarily, he/she will receive the form “Execution Order”, which is filled by the voluntary insurance inspector of the Local Agency of Social Insurance (LASI).
  7. After taking this Execution Order the interested person goes to a bank for the payment. After the payment he/she is given the “Cash Receipt”.
  8. After taking the “Cash Receipt” the interested person goes back to the voluntary insurance inspector of the LASI and signs the agreement on voluntary insurance that is signed by the interested person and the voluntary insurance inspector of LASI (the cash receipt is not given at any moment to the employee of the social insurance. It is personal and is kept by the interested person).
  9. After signing the agreement, the inspector of voluntary insurance of LASS is obliged to enter in the booklet the contributions of the person interested, or to create a new booklet if the person interested does not have any.
