CONSULTING SERVICES

Local Consultant Firm

This request for expressions of interest follows the general procurement notice for this project that appeared in Development Business, issue no. 571 of 30 November 2001, and updated with Issue no. 600 of February 16, 2003
The Government of Albania has received a loan from the International Bank for Reconstruction and Development (IBRD), and intends to apply part of the proceeds of this credit to payments under the contract for: “Consulting services for design of technical specifications for Data Protection SII Systems”
The purpose of this services is to hire a local firm which will design and prepare the:
  • Technical Specifications and Bidder Qualification requirement for software and applications, of SII Data Protection System
  • Technical Specifications and Bidder Qualification requirement for the hardware of  SII  Data Protection System
  • Technical Specification and Bidder Qualification requirements for data protection of network printing.
The consultancy will be carried out by a local Consultant Firm with proven experience in
  1. IT Project in Security Systems
  2. IT Projects in Public Administration Institutions
  3. IT Projects with high complexity and Systems Integration
Qualification required for team leader and other consultant’s staffs to implement successfully the assignment is:
The team leader should have the following background /experience:
  • IT programmer expert
  • Data Protection Design
  • Experience in Integrating Security Systems
The team leader must have at least 5 years specific experience in IT field. The key staff proposed in addition of team leader, should have an IT hardware expert with following minimum personal qualification:
  1. College degree in computer science, information technology or related field. 
  2. Experience in systems design and administration. 
  3. Preferably, some experience with procurement of software, and experience in integrating the systems.
  4. Fluent written and spoken English.

Consultant’s qualifications and past experience will be evaluated based on the following criteria:
  1. Overall experience of the firm (number of years) in business     20 points
  2. Past experience of the firm in similar assignment     40 points
  3. Availability of qualified/experienced key staff for the assignment     20 points
  4. Number of years of the key personnel in the firm     20 points

The consultant is expected to start the service on May 2010 and to finish it on June 2010.

The PCU- Social Services Delivery Project now invites eligible local consultant company to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills, staff CV-s, etc.).

The Consultant Company will be selected in accordance with the procedures set out in the World Bank’s Guidelines: “Selection and Employment of Consultants by World bank Borrowers”, edition May 2004 and revised on October 2006, Section III, Selection based on Consultant’s Qualification (CQ)
